A scenario might arise where a user is out of the country and does not have access to their usual cellular network, but does have internet connection on their phone.
The user with the help of an admin can re-register their device for using the mobile app instead of SMS to authenticate.
Admin
1. Log into Azure AD and search for the user.
2. Once the user has been located, click Authentication Methods --> Require re-register multifactor authentication --> Save (?)
User
1. Navigate to aka.ms/mfasetup to re-register the device using mobile app instead of SMS
